There have been many changes in customs requirements over those years
including the introduction of the GST and the Harmonized System for
tariff classification, implementation of free trade agreements, the
evolution of industry towards greater volumes of import/export traffic
and just-in-time delivery requirements, significant reductions in
duty rates, greatly increased emphasis on compliance and border security.

As President of Tracon, Donald J. Goodwin brings clients
the benefit of more than 30 years of customs experience in the areas
of customs valuation, anti-dumping/countervail, FTA's, and border
clearance programs (CSA, PIP, CTPAT). He advises on all disciplines
of import regulations and represents clients before the Canada Border
Services Agency and the Canadian International Trade Tribunal. His
integrity and extensive experience provides clients with knowledgeable,
professional, and reliable solutions to all trade issues.
Carol Brown has been with Tracon since 1987 and specializes
in tariff classification, statistical research, appeals, product/tariff
database management, FTA origin determination and certification.
She also has general experience and knowledge in a wide variety
of Customs matters such as marking rules, seizures, GST, U.S. requirements,
gas tax, refunds. Carol's approaching 20 years in the trade consulting
business and her advice is relied upon by clients for timely, knowledgeable
and accurate problem solving.
In February 2000 Evgeny Pavlenko joined Tracon as an expert
in international trade policy and practice. Evgeny was a trade officer
with the government of Russia for more than 20 years and the last
7 years was Deputy Trade Commissioner in the Russian Trade Mission
in Ottawa, Canada. Evgeny has been instrumental in having Russia
and Ukraine recognized by the Canadian government as operating as
a market economy for purposes of trade regulations. Evgeny continues
to work in the trade policy area assisting and advising Tracon's
clients.
Linda Crouch started with Tracon in 1998 and is our office
manager. Linda is often the first voice contact our clients will
encounter when contacting Tracon Consultants Ltd. Linda possesses
the working knowledge to promptly direct our clients to the proper
consultant in order to receive expert advice and assistance. In
addition to overseeing the overall business operations of Tracon,
Linda has earned her Canadian Society of Customs Brokers Introductory
Certificate. Linda has attended numerous trade and customs seminars
and workshops where she has acquired the most up-to-date information
regarding AMPS, PIP, C-TPAT and many other customs issues that concern
our clients today. Linda also assists in the FTA certification process
for many of our clients. FTA clients appreciate the database maintenance
tool used to track and record certificates of origin by product.
Other Consultants are hired on an as needed basis and Tracon
frequently calls upon the expertise of trade experts in Canada and
in other countries. This network of Customs Advisors, the Customs
Collegium, provides Tracon's clients with perhaps the most extensive
global knowledge and experience base available to importers and
exporters.
